This is a high level administrative position with responsibility for planning and implementing various real estate development functions and the best or highest strategies of modernization of the existing public housing stock for the Paterson Housing Authority (PHA), such as: affordable and market rate housing, property sales and purchases; HUD’s Capital Funds, Housing Quality Standards, and Uniform Physical Conditions Standards Programs; property rehabilitation; acquisitions and dispositions; and demolitions.  An employee in this position ensures that such functions and programs are in accordance with applicable Federal, State, and Local laws, codes, rules, regulations, and guidelines.  General direction is received from the Executive Director and or the Director of Operations with regard to organization policies and priorities.  Wide latitude is allowed in the use of independent judgment for the performance of duties particularly in scheduling and reviewing staff assignments and the development of priorities and procedures.  General supervision is exercised over a staff of professional, technical, and clerical employees.  Related work is performed as required.
